Using Prognostic Evidence and a Victim-Based Crime Scene Analysis to Predict Terrorists with Certainty: Expanding Predictive Policing to Terrorism

Describes the application of prognostics and health management (PHM) technology to predicting terrorists with certainty using prognostic evidence created from completing a prognostic analysis in a victim-based crime scene analysis. Describes the comparison from the adoption of fingerprint evidence as probabilistic evidence and forensic science and the forensic analysis also with results that are in probabilities was accepted as a routine part of a criminal-based crime scene investigation and DNA acceptance as a probability based evidence.
